Intermittent degradation to FPS Indirect Submissions

From 07/01/20 - 14/01/20, our Indirect partner experienced an intermittent degradation to their simulator which resulted in some submissions returning the error `DESTINATION_SORT_CODE_NOT_FPS_ADDRESSABLE` incorrectly.

This issue is seen where the demo Extended Industry Sort Code Directory (EISCD) file used to validate beneficiary details is reset or refreshed. To facilitate testing scenarios this file is altered to include test sort codes, if during a reset these changes are not picked up, the error above is seen in these test scenarios.

We are working with our Indirect Partner to ensure where a change is necessary to the demo EISCD file, checks are in place to ensure all amended sort codes are also included.

We continue to monitor this simulator service for further enhancement
